Hidrocarburos de Euskadi aims to contribute to the diversification of energy supply sources in the Basque Country. To do this it works to efficiently harness existing local energy resources, essentially in the Basque-Cantabrian Basin, in compliance with all applicable laws and regulations.

SHESA was set up by the Basque Government in 1983. Since then, it has been primarily engaged with oil and gas exploration, particularly through varying stakes in a number of exploration licences.
